Municipal authorities and lenders need a trail: who was served, what was remitted, where the breach sat, and which city the data belongs to.

Ward delivery
DCC-style ward reporting is in the Dar pilot so a city can see delivery below the municipal aggregate — and the same trail extends to civic issues and illegal-dump reports raised in the field, logged and tracked to close-out, not just counted.
Audit and data protection
Administrative audit log on operator actions. Tanzania PDPA 2022 applies; production personal data is intended for African-region processing. Payment payloads are not written to application logs.
Carbon and MRV
Measurement is treated as a derivative of physical operations, not a parallel narrative. Weighbridge and flow-meter readings write to an append-only, hash-chained ledger before any carbon digest is computed, so the record behind the number can't be edited after the fact. Issuance, VVB packs, and credit registries are not claimed as live product.
