Operating model

Two entities. One circular city system.

Dar Eco Circular is the project and infrastructure company. MetroCir is the urban circular infrastructure platform. Lenders, municipalities, and DFIs can see where assets sit, and where the operating system sits.

Dar Eco Circular

Builds and operates physical assets: collection plant, facilities, and concession delivery in Dar es Salaam. Cash flows from service and infrastructure sit in the project company.

MetroCir

Digitizes the ecosystem: routing and proof of service, monthly invoicing, mobile-money and field-cash collection, vendor payout queues, municipal remittance, SLA, and audit trails. The same platform can serve later cities without mixing tenants.

Settlement order

  1. Municipal remittance — regulatory cut, always first.
  2. Vendor payout — per verified tonne, not per route.
  3. Loan service.
  4. Net balance retained by the project.

City isolation

Each city keeps its own operator host. Dar operations remain on ops.darcircular.com. This public site does not host citizen billing, dump reporting, or driver login.
